The Society for Community Support
for Primary Education in Balochistan (SCSPEB), commonly known as SCSPEB
or Society, is an NGO, established in 1992 under the Societies Act 1860. It is a service organization,
which works through contracts with Government, International/National funding
and supporting agencies. Its mission is to create
partnership between Govt. and Communities in all social sectors for sustainable
development. The SCSPEB has been working in Balochistan since last
eight years for building the partnership between Communities and Government on
sustainable basis through Social Mobilization and Capacity Building. This
resulted more than 2400 formal groups/committees with 50% female committees,
organized and working in various social sectors for the development of their
area. To form these committees, SCSPEB field workers have been working
intensively in field and visited more than 2000 villages. This generated a
positive impact and developed an external contact to the far-flung areas of
Balochistan, where the basic facilities are not available. The villages where
the formal groups are organized, there, the SCSPEB had conducted various phase
wise trainings to build the capacity of illiterate/ignorant people to make them
effective and efficient partner in the developmental activities. These trainings
impacted and developed a sense of ownership within the community to maintain the
basic facilities provided to their village. This also created a positive impact
on the communities to organize their resources rather than depending wholly on
government. The SCSPEB believes in
Community Participation for sustainable development and its process has proved
that the sustainable development is possible if the communities are involved
properly. The

Schools in Urban and Rural Areas of Balochistan
69 The brief of some of the educational programs is given below, the other programs have also lot of details, which can be shared and provided on request. 1-
Rural Fellowship Programme Rural Fellowship Programme was
initiated in 1994 with the financial support of Directorate of Primary Education
(PED). Its purpose was to establish
private primary schools where Matric and Middle pass female candidates were not
available. It was completed on 30th
June, 1998. 2-
Urban Fellowship Programme Urban Fellowship Program was
started in 1994 with the financial support of Balochistan Education Foundation (BEF).
Its purpose was to open private Primary Schools by serving low income,
under privileged areas of the towns across the province.
It was completed on 30th June, 1999. 3-
Home Schools Home School program was
initiated in 1992 with the support of Habib Bank Trust.
Its purpose was to provide basic primary education to dropped out or
missed out boys and girls and to prepare those children who are not yet ready
for a regular school. Its
establishment was completed in June 1997 but still the Habib Bank is extending
its financial support in shape of teachers salary till December 1999. The
SCSPEB has been focussing on the following areas for improving and enhancing the
life standard of the poor communities: ¨
Community
Support Process (CSP) for the service delivery of education ¨
Micro
credit for uplifting of Socio-economic conditions of the poor ¨
To
trickle down the planning process at the community level to equip them with the
principle of good governance ¨
Water
& Sanitation facilities to provide safe drinking water to the communities ¨
To
focus the health & hygiene in order to overcome the disease in the
communities. The
funding organizations who have extended their support in achieving the above
are: Government of Balochistan, World Bank, Unicef, TVO, CIDA, UNDP, ADB and
Govt. of Netherlands.
